Expected results: This project is to increase access to information, in particular for ethnic people and vulnerable groups. It will also increase the voice and participation of local communities in the production of relevant information for their own community.

2. Enhancing Access to Justice through Lao Bar Association

Expected results: The main components of the Project are institutional strengthening, capacity building, public legal education and access to justice through free legal services. Although the Project, through proposed activities and interventions, aims to take a holistic approach in enabling the Lao Bar Association to become a strengthened institution with greater knowledge and capacity, the Project will focus on enhancing access to justice for the vulnerable and disadvantaged people and communities in Lao PDR.

4. Governance and Public Administration Reforms in Luang Prabang

Expected results: The project will deliver a number of key outputs in its second phase: (i) significant reforms in decentralised planning and expenditure management; (ii) improved delivery of key social services; (iii) a more enabling environment for business development; (iv) strengthened oversight of public services by the Office of the Governor; (v) a GPAR resource centre, as a clearing house for policy-relevant information; and (vi) a functioning support facility, through which provincial authorities will directly promote local GPAR initiatives.

5. Governance and Public Administration Reforms in Saravan

Expected results:

  • Improved local level provision of public goods and services in Saravan province;
  • Procedures for inclusive and pro-poor planning and budgeting of local public service delivery are established and applied;
  • Transparent and effective procedures for sustainable production/delivery of public services are established and applied;
  • Financing and financial management of local public service provision are improved;
  • Provincial and district administrative organisations are rationalized/rightsized on the basis of clearly defined mandates;
  • HRM procedures and practices are improved; and
  • National policies on decentralisation, public administration reform and poverty reduction are informed by Saravan experience.

3. Governance and Public Administration Reforms in Sekong

Expected results: GPAR Sekong sets out to improve people's access to public services in the largely multi-ethnic province of Sekong. The project will improve oversight at the province level and strenghten capacities of government staff and institutions in all four districts of Sekong. Furthermore, the project will introduce a citizen information programme and a community-based monitoring system, which will enable citizens to be better informaed out and monitor the delivery and quality of public services.

6. Governance and Public Administration Reforms in Xieng Khouang

Expected results: GPAR Xieng Khouang sets out to strengthen the operational capacities of selected government institutions at the provincial and district levels to contribute to poverty reduction and equitable economic growth. As such the project will pilot governance and public administration reforms with emphasis on more effective and participatory services in the agricultural sector and strengthen financial management and accountability. The project will facilitate institutional change to create an enabling environment especially for farmers and local entrepreneurs, notably by enhancing people's greater involvement and ownership.

7. Enhancing government partnership with social organisations for poverty reduction

Expected results: Enhanced capacities at the central level and within the Office of Governer and selected line departments in target provinces resulting in higher levels of service delivery in the areas of agricultural extention, primary health and education.

9. Customary Justice Practices
