Project description: |
The goal of the project is to support the commitment of the government of Lao PDR to strengthen the on-going process of decentralisation and local governance as the institutional basis for equitable development and poverty alleviation. To this end, the project will assist in strengthening the local governance system with particular emphasis on management, coordination and communication, and participatory development planning and monitoring at village, district and provincial levels of the pilot Luang Phrabang province. Through the promotion of participatory methodologies, the role of volunteer activities, gender equity and development communication, local communities in three pilot districts will have been enabled to play an active role in the development process, thus laying an adequate foundation for participatory development planning and management, and for achieving sustainable poverty alleviation in the Lao PDR. Within the broader GPAR framework, the project will assist in creating a conducive national and local environment for dynamic partnerships between the communities and the local and central authorities, and in strengthening linkages between upstream policy advisory functions and capacity building efforts for good democratic local governance. A total of 32 UN volunteers, national and international will be provided to assist in the implementation of the project. |
